Russia uses migration pressure to recruit foreigners into army - intelligence

The aggressor country of russia has developed a mechanism for forcibly involving foreign citizens in military service, while avoiding direct recruitment. This is stated in the message of the Foreign Intelligence Service (FIS) of Ukraine.

Thus, it is noted that against the background of significant losses in Ukraine, the Kremlin has turned to a new reserve: migrants who are in the russian federation without citizenship.

"Since most countries in Asia, Africa and Latin America officially oppose the recruitment of their citizens into the russian army, Moscow has chosen a roundabout way - artificially creating conditions under which staying in the country without a russian passport becomes practically impossible. The only proposed way out is a contract with the russian armed forces, which automatically opens the way to citizenship," intelligence says.

The FIS adds that according to the russian Ministry of Internal Affairs, in 2024, more than 157,000 foreigners who violated migration legislation were forcibly deported - 45% more than a year earlier. In 2025, the figure fell to 72,000 people.

According to intelligence, the occupiers' department has prepared amendments to the Code of Administrative Offenses, which significantly expand the grounds for pressure on foreigners. Among them are responsibility for extremism, threats to public and information security, violation of legislation on religion, coercion to strike, abuse of freedom of speech and dissemination of extremist content through audiovisual services. For violation of Article 20.29 of the Code of Administrative Offenses of the russian federation ("Distribution of extremist materials"), expulsion is proposed to be made the main punishment. Fines for violation of the residence permit will also increase significantly.

"The increase in fines in the russian federation is traditionally accompanied by an increase in bribes - and the Kremlin understands this. The real goal of the mechanism is different: to force migrants who seek to normalize the situation of their families and avoid persecution to sign a contract on their own. Formally - no coercion, no recruitment. A person simply "chooses" citizenship through service in the aggressor's army," the intelligence agency reveals.

As Ukrainian News Agency earlier reported, the Commander-in-Chief of the Armed Forces of Ukraine Oleksandr Syrskyi stated that during four days of intensive assault operations from March 17 to 20, the enemy lost more than 6,090 servicemen killed and wounded.
