The European Union will provide Ukraine with a EUR 90 billion loan for 2026-2028, despite Hungary's attempts to block the decision. European Commission President Ursula von der Leyen announced this at a press conference on March 20 after the EU leaders' summit, European Pravda reports.
According to the official, financial support remains blocked due to the position of only one leader who does not keep his word. However, the EU has a clear plan of action.
"Let me reiterate what I already said in Kyiv. We will deliver one way or the other," von der Leyen emphasized.
She recalled that back in December 2025, the European Council made a decision on this loan with a specific condition: Hungary, Slovakia and the Czech Republic would not participate in the loan.
"There was one condition, the condition that three countries [Hungary, Slovakia and Czechia] would not participate in the loan. That condition has been fulfilled. So let us be clear about where we stand," the European Commission President summarized.
As the Ukrainian News agency earlier reported, at the summit in Brussels on Thursday, EU heads of state planned to force the Hungarian Prime Minister to lift his veto on the critical loan. This financial aid package was agreed last year in December, but last month Viktor Orbán, the Prime Minister of Hungary, blocked its implementation
Recall that earlier Orbán said that he would not make any compromises with Ukraine and would end the Ukrainian blockade of the Druzhba oil pipeline by force.
The European Union has offered to finance the repair of the Druzhba pipeline after the russian attacks, and the resumption of oil transit could take about a month and a half. According to Zelenskyy, the infrastructure damage was the result of russian attacks. The key problem was the shutdown of the Brody pumping station, without which it is impossible to maintain the necessary pressure in the system.
A special mission of the European Union has arrived in Ukraine to assess the technical condition of the Druzhba oil pipeline. Foreign experts are to help restore the transit infrastructure that supplies oil to Hungary and Slovakia.
