Kyiv City Council adopts energy resilience plan for capital - Klitschko gives details

Kyiv City Council today supported the energy resilience plan for the capital with 92 votes. This plan provides for the restoration of destroyed networks and the construction of new ones, including backup ones. Kyiv Mayor Vitali Klitschko has announced this.

"This plan is a list of specific measures to strengthen the city's ability to withstand threats. Our task is to reduce dependence on centralization as much as possible, develop distributed generation, and build backup power and heat supply systems. At the same time, the plan provides for the restoration of destroyed and damaged equipment of critical infrastructure facilities. The scale of the capital means a large number of measures and significant resources for their implementation. That is why the plan is structured according to the principle of priority and real availability of resources," Vitali Klitschko wrote.

He emphasized that none of the city councils in Ukraine have adopted such comprehensive documents. The plans of other cities were signed by the heads of regional military administrations. And Kyiv's plan is forced to be signed by the mayor, so it must first be approved by the Kyiv City Council.

"That's why we adjusted the plans we had been formulating. To make them realistic in the conditions when the state, frankly, does not want to help the capital - turning a vital issue for Kyiv residents into a political one," Klitschko said.

The mayor noted that the resilience plan was formed on the basis of an analysis of the challenges of the past winter. Experts with many years of practice and knowledge of existing systems were involved in its development. International experience was also taken into account, but taking into account the current risks in Ukraine and Kyiv's financial capabilities.

But without the state's participation, Kyiv will not be able to complete the entire scope of the planned work.

"The city has already begun to implement urgent measures without waiting for procedural issues. At the same time, some of the work requires financial support not only from the city. Changes to the legislation and regulatory framework are also needed to minimize bureaucratic procedures and speed up the implementation of works, in particular those needed to get through the next winter. The city is also working with international partners to attract their help. It is not about politics now. It is about the future of the capital and its residents. Therefore, we must work together and efficiently!" Vitali Klitschko emphasized.

As the Ukrainian News agency earlier reported, Kyiv will soon receive a batch of generators from Oslo.
