Zelenskyy signs law on nationwide daily minute of silence at 9:00 a.m. for those killed by russian aggression

President Volodymyr Zelenskyy has signed a law on a nationwide daily minute of silence at 9:00 a.m. for those killed by russia's armed aggression against Ukraine. This is stated in the message of the Verkhovna Rada on the Telegram channel, the Ukrainian News agency reports.

The document establishes a daily nationwide minute of silence at 9:00 a.m. through the media and public address systems to honor the memory of all those who were killed. The law also establishes a minute of silence and the "Light a Candle" action every fourth Saturday in November at 4:00 p.m.

The announcement of a national minute of silence is carried out through the media, regardless of ownership, warning and information systems in the field of civil protection.

The specifics of using notification systems will be determined by the Cabinet of Ministers.

Recommendations for organizing and holding a nationwide minute of silence are approved by the Ukrainian Institute of National Remembrance.

The law comes into force on the day following its official publication.

As the Ukrainian News agency earlier reported, in September 2025, Kyiv decided to block traffic on Khreshchatyk Street every day at 9:00 a.m. for the duration of the nationwide minute of silence.
