In 2026, there are already contributions from partners to the international initiative PURL (Prioritized Ukraine Requirements List) for USD 584 million with an annual need of USD 15 billion. President Volodymyr Zelenskyy announced this on the social network X, Ukrainian News Agency reports.
"I am grateful to everyone who contributes to PURL. In 2026, we already have financial contributions from the United Kingdom, Norway, the Netherlands, Sweden, Iceland and Latvia for a total of USD 584 million... At the same time, the total need for PURL in 2026 is USD 15 billion. This will help deprive russia of the tool of air terror, and we call on everyone interested in security to join and expand their contributions to the PURL program," he wrote.
Zelenskyy noted that russia continues to attempt to destroy Ukraine's critical infrastructure and PURL remains a reliable mechanism for purchasing American air defense missiles, which most effectively counter russian ballistics, giving Ukraine the opportunity to protect the energy system during the winter cold.
As Ukrainian News Agency earlier reported, in December, then Defense Minister Denys Shmyhal reported that the PURL program had become a key source of ammunition for Ukraine's air defense; since its inception, the initiative has provided about 75% of all missiles for Patriot complexes and almost 90% of missiles for other air defense systems supplied to Kyiv.
NATO Secretary General Mark Rutte said that in 2026, America will provide Ukraine with weapons worth USD 15 billion, which will be paid for by Europe within the framework of the international PURL initiative (Prioritized Ukraine Requirements List).
