CEC proposes to organize military voting at special polling stations

The Central Election Commission (CEC) proposes to organize military voting at special polling stations.

This is stated in the CEC message, Ukrainian News Agency reports.

CEC Chairman Oleh Didenko emphasized that the rights of Ukrainian defenders, including electoral rights, are a priority for the state.

"In the CEC proposals for legislation on the organization and conduct of national elections after the termination or abolition of martial law in Ukraine, approved by the Commission on January 7 of this year, one of the blocks is aimed at determining special procedures and mechanisms that allow military personnel to participate in national elections, despite the specifics of their service status and the performance of their assigned tasks in the places of temporary presence of their units," Didenko noted.

In particular, the CEC proposes to regulate the procedure for including military personnel performing tasks in the places of temporary presence of their units in the voter lists, upon the submission of commanders on voting day.

It is envisaged that voting at the place of residence can be organized for military personnel who are included in the voter list of a special polling station, but on election day they are performing official duties and are unable to arrive at the polling station.

It is also proposed to improve the legal regulation of voting for military personnel who are on daily duty or on duty.

In addition, the commission emphasized the need for extensive and professional consideration of the issue of ensuring passive voting rights for military personnel (the right to be elected to state and local government bodies).

As Ukrainian News Agency earlier reported, the CEC proposes to establish a 6-month preparatory period after the end of martial law before the start of the electoral process.

The working group on the preparation of comprehensive legislative proposals on the features of organizing and holding elections in a special period and/or post-war elections in Ukraine began its work on December 26, 2025, and is headed by the First Deputy Chairman of the Verkhovna Rada Oleksandr Kornienko.
