This was announced by Foreign Minister Andrii Sybiha on the X social network, Ukrainian News Agency reports.

"Russia is not winning the war against Ukraine. In fact, this war is a failure for Moscow. In 2025, russia lost 480,000 soldiers who were wounded or killed, occupying an additional 0.7% of Ukraine's territory. In January 2026, despite losing an average of over 1,000 soldiers per day, russia occupied an additional 0.04%. This is the lowest monthly progress in 9 months," he said.

Sybiha added that over the previous 25 months, from January 2024 to January 2026, russia occupied an additional 21% of the Donetsk Region, losing hundreds of thousands of soldiers, but this is less than the area of ​​the Donetsk Region that Ukraine still controls.

At the same time, the minister noted, the russian economy has entered a deep recession.

The overall budget deficit of russian regions reached a record level of USD 21 billion in 2025, which is 8 times more than in 2023.

According to him, Moscow is unable to stop the decline in production in 12 key industries, instead it is raising taxes.

Sybiha said that in 2025, 15% more russian enterprises closed, and another 10% are on the verge of closure.

At the same time, Ukraine is intensifying deep strikes on legitimate military targets on russian territory.

According to the Foreign Minister, in 2025, 719 such strikes were carried out, causing losses in the amount of USD 15 billion.

The Minister noted that the situation for the russian federation will only worsen, both on the battlefield and in the economy.

Additional sanctions pressure, in particular on the shadow fleet and energy of russia, as well as increased support for the defense and stability of Ukraine are critically important.

"The greater the pressure on Moscow and support for Ukraine, the sooner the war will end. The sooner putin loses illusions about his ability to achieve something by military means, the sooner efforts to achieve peace will succeed," he stressed.

As Ukrainian News Agency earlier reported, on Wednesday, February 4, the next stage of trilateral negotiations involving Ukraine, the United States and russia began in the United Arab Emirates.

The Ukrainian Foreign Ministry called the main goal of the trilateral talks in Abu Dhabi (UAE) to check the readiness of russia and the United States for specific steps, as well as to receive responses to Ukrainian proposals from the russian side.
