PF to resume payments to pensioners from TOT of Ukraine and IDPs who have not filed application for non-receipt of pensions from RF, but have undergone physical identification - Uliutin

The Pension Fund (PF) will resume payments to pensioners from the temporarily occupied territories of Ukraine (TOT) and pensioners - internally displaced persons (IDPs) who have not filed an application for non-receipt of pensions from russia, but have undergone physical identification.

This was announced by the Minister of Social Policy, Family and Unity Denys Uliutin on Facebook, Ukrainian News Agency reports.

"The Pension Fund of Ukraine will resume payments to pensioners from temporary occupied territories (TOT) and IDPs who have undergone physical identification, but have not filed an application for non-receipt of pensions from the russian federation. By April 1, it will be necessary to submit an appropriate application so that the pension continues to be accrued. People will not be left without income during the difficult winter and will be able to calmly complete all procedures," he said.

Uliutin noted that the last few weeks have been a real test not only for many pensioners, but also for the PFU.

"The Fund acted in accordance with the Law, but in practice we saw many barriers and bureaucracy, due to which people did not have time to pass the identification on time," he noted.

Therefore, according to the minister, the PFU is now conducting identification promptly.

Since the beginning of January, about 50,000 people have resumed payments, and they are trying to contact the rest in all possible ways, especially focusing on people with disabilities.

Uliutin emphasized that those people who pass the identification in February will receive payments in two months.

He added that the Ministry of Social Policy, together with public organizations, is working on amendments to the by-laws in order to eliminate bureaucracy during the identification process in the future.

"We are not afraid to admit mistakes. We see where the system failed, we do not hide it and are already working on fixing it. At the same time, the state must be sure that each payment reaches exactly the person for whom it is intended. This is necessary to avoid abuse, speculation and protect Ukrainian pensioners from fraud," Uliutin noted.

The Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets reported on the Telegram channel that the Ministry of Social Policy and the Pension Fund, under pressure from the public sector and pensioners, unblocked pension payments for IDPs.

Lubinets said that he had sent a submission to the Minister of Social Policy with a demand to make changes to the identification procedure.

As Ukrainian News Agency earlier reported, in early February the Pension Fund reported that the information about the suspension of payments for 1.3 million pensioners was not true.

According to the PFU, as of January 1, 2026, 337,000 pensioners had not been identified and/or had not reported the absence of payments from the russian federation, and accordingly were not included in the January payment documents.
