The Pension Fund of Ukraine (PFU) reported that the information about the suspension of payments for 1.3 million pensioners is not true.

This is stated in the PFU message, Ukrainian News Agency reports.

In order to receive payments in 2026, pensioners and recipients of insurance payments who are temporarily outside Ukraine and live in temporarily occupied territories had to undergo physical identification by the end of 2025.

Those recipients of payments who live in temporarily occupied territories of Ukraine or left temporarily occupied territories of Ukraine had to notify the Pension Fund of Ukraine of non-receipt of payments from the aggressor country in order to continue receiving their assigned payment.

As of January 1, 2026, 337,000 pensioners had not undergone identification and/or did not report the absence of payments from the russian federation, and accordingly were not included in the payment documents for January.

Some of them, taking into account their identification or the confirmation provided about the non-receipt of TOT payments, have already been paid in January, and for more than 48,000 pensioners, the payment will be provided in February, including with an additional payment for January.

It is noted that the identification of the recipient of payments is a global practice of establishing the identity of the recipient by the competent authority. Usually it goes unnoticed, but the war has made significant adjustments and the requirements that are now enshrined in the legislation are aimed at only one thing - to make sure that the pensioner to whom it belongs receives the payment.

For pensioners who have the status of internally displaced persons, physical identification is nothing new. To receive a pension, it was necessary to have a current certificate of registration of IDPs and undergo identification at Oschadbank every six months.

Now the rules have changed: the frequency of identification is once a year and not for IDPs, but for those who live on TOT or temporarily live abroad.

This rule has been introduced by the government since March last year.

The provision of the law on the need to report non-receipt of payments from the aggressor state came into force back in June 2024.

According to operational data, between 2025 and January 2026, the Pension Fund of Ukraine received notifications of non-receipt of pensions from the russian federation authorities from 546,800 people.
