Ukraine may receive USD 800 billion for reconstruction and security guarantees from the United States and European partners in exchange for a complete abandonment of the Donbas. It was reported by Corriere della Sera on Friday, January 23.

According to the newspaper, Ukrainian President Volodymyr Zelenskyy has faced a proposal that, according to US President Donald Trump, will end the war. To transfer to russia the part of the Donbas that it has not been able to occupy during the war in exchange for security guarantees and USD 800 billion. The transfer of unoccupied territories is unpopular in society and could also open the way for future attacks by russia.

"He faces a dramatic conflict of conscience: accepting Donald Trump's offer with the risk that his promises will be in vain and lead to disaster, or continuing a war that is costing perhaps more than a hundred thousand lives and inhumane conditions for millions of its people," the article says.

According to the publication, the most dangerous thing for Zelenskyy is the transfer of the fortified part of the Donbas to russia, as it could open a springboard for new russian offensives towards Dnipro, and from there - to Odesa. In this way, Ukraine would lose access to the Black Sea and would need russian approval for exports.

The newspaper writes that the document contains details of a USD 800 billion public and private financing plan for Ukraine's recovery and revival, led by Blackrock's chairman, Larry Fink. The second document was supposed to provide Kyiv with American security guarantees backed by Europeans. If Zelenskyy agreed, he would have to cede territories in exchange for money and Western defense, the newspaper summarizes.

As the Ukrainian News agency earlier reported, on January 23, the kremlin announced talks with the participation of russia, the United States and Ukraine in Abu Dhabi, while explicitly stating its intention to continue the war against Ukraine.
