President Volodymyr Zelenskyy instructed the head of the Special Operations Center "A" of the Security Service of Ukraine (SSU), Yevhen Khmara, to temporarily act as the head of the SSU. This is stated in decree No. 19 of January 5, Ukrainian News Agency reports.
"The head of the Special Operations Center "A" of the Security Service of Ukraine, Yevhen Leonidovych Khmara, is to temporarily act as the head of the Security Service of Ukraine," the decree states.
By decree No. 18 of January 5, Zelenskyy established that during the period of martial law, in the event of the temporary absence of the head of the Security Service of Ukraine, the temporarily acting head of the Security Service of Ukraine may be designated by the President of Ukraine.
Previously, it was assumed that in the event of the temporary absence of the head of the SSU, his powers would be exercised by the first deputy head of the Service, and in the absence of the first deputy - by the deputy designated by the head of the SBU.
In August 2025, Zelenskyy reappointed Khmara as head of the Special Operations Center "A" of the SSU, dismissing him from the position of head of the Center for Special Operations to Combat Terrorism, Protect Participants in Criminal Proceedings and Law Enforcement Officers of the SSU, which he had held since April 2023. The reassignment occurred due to the official renaming of the unit.
As Ukrainian News Agency earlier reported, Vasyl Maliuk announced the end of his work as head of the Security Service of Ukraine. At the same time, Maliuk emphasized that he was not leaving the SSU system. Maliauk's resignation must be approved by the Verkhovna Rada.
In February 2023, the Verkhovna Rada appointed the temporary acting head of the Security Service of Ukraine, Vasyl Maliauk, to the position of head of the SSU.
