Cigarette prices will continue to rise due to higher excise taxes on tobacco products

Cigarette prices will continue to rise due to an increase in excise taxes on tobacco products.

This is evidenced by the data of the relevant law, the Ukrainian News agency reports.

Prices will gradually increase every month from 2025 to 2028. Eventually, the average cost of a pack of cigarettes in hryvnia should more than double: from UAH 100 in early 2025 to UAH 205 at the end of 2028.

The increase in the cost of cigarettes will be achieved by bringing the excise tax on tobacco products to the European level. Thus, in 2025, it was EUR 78 , and at the end of 2028 - EUR 90.

The law on a gradual increase in the excise tax on cigarettes was adopted by the Verkhovna Rada on December 4 last year. However, Volodymyr Zelenskyy has not yet signed it. As a result, Ukraine has already lost more than UAH 700 million in excise tax, MP Yaroslav Zhelezniak said earlier.

The excise tax on 1000 pieces of cigarettes will change as follows:

- 2025 - EUR 78 (+35.4%);

- 2026 - another +5%;

- 2027 - another +4.8%;

- 2028 - EUR 90 (+4.7%).

The excise tax on HTPs (electrically heated tobacco products) will increase as follows:

- in 2025 - up to EUR 70.4 (by 22%);

- in 2026 and 2027 - by +0.5%;

- in 2028 - EUR 72 (+1,2%).

As the Ukrainian News agency earlier reported, on December 4, the Verkhovna Rada increased excise taxes on cigarettes.
