Stefanchuk and Kornienko propose to simplify party registration

Members of the Verkhovna Rada, including the Chairman of the Verkhovna Rada Ruslan Stefanchuk and the First Deputy Chairman of the Verkhovna Rada Oleksandr Kornienko, propose to simplify the registration of political parties. This is stated in Bill No. 14289, registered in the Rada on December 10, the Ukrainian News agency reports.

The draft law proposes to simplify the procedure for registering political parties by abolishing the need to collect signatures of at least 10,000 Ukrainian citizens, collected in at least two-thirds of the districts of at least two-thirds of the regions of Ukraine, in support of the creation of a party.

It is proposed to establish that the founders of a party must be at least 200 citizens of Ukraine who, in accordance with the Constitution of Ukraine, have the right to vote in elections, are not members of previously registered parties and for whom there are no restrictions on party membership.

It is proposed to prohibit the use of the surname, name, patronymic of individuals, names of state authorities and local self-government bodies, historical state names, the list of which is established by the Cabinet of Ministers, names of foreign states, names of communist, national socialist (Nazi), Russian Nazi totalitarian regimes, and the name of a political party whose activities are prohibited in Ukraine in the name of a political party.

The draft law provides for the introduction of a mandatory electronic system of registration of its members and the establishment of a requirement to establish a collegial party arbitration body to consider and resolve issues of bringing members of a political party to justice, reviewing complaints about violations of internal party documents (charter, code of ethics)

It is proposed to introduce the principle that political parties are allowed to participate in national elections, all-Ukrainian referendum, as well as to be a subject of nomination to election commissions at national elections, commissions for all-Ukrainian referendum, provided that they have at least 1,000 party members in at least 5 administrative-territorial units.

It is also proposed to restore the right to state funding of statutory activities to non-parliamentary political parties that receive at least 2% of the vote in the elections.

In addition, it is envisaged to establish an obligation for banks where political parties (structural units of political parties) have accounts to provide monthly information on the receipt and use of party funds on such an account to the National Agency on Corruption Prevention.

As the Ukrainian News agency earlier reported, on December 10, President Volodymyr Zelenskyy said that he had discussed with parliamentarians the possibility of holding elections during martial law and expected that the Verkhovna Rada will present its own vision of this issue.
