State budget 2026 provides for 60% of all spending on army and 30% increase in teachers' salaries from January

The state budget for 2026, approved by the Verkhovna Rada, provides for 60% of all spending on the army and a 30% increase in teachers' salaries from January. Prime Minister Yulia Svyrydenko announced this on the Telegram channel, Ukrainian News Agency reports.

Svyrydenko noted that the state budget 2026 is an important basis for planning the life of the state for the next year and obtaining international financing, including assistance under the new IMF program for 2026-2029.

According to her, the key priorities of the budget are defense, security, and social stability.

"Defense and security - the state directs 100% of its own revenues to the Defense Forces: financial support for the military and support for their families, strengthening air defense, development and production of Ukrainian weapons, including drones. Next year, we will spend UAH 2.8 trillion on the army, which is almost 60% of all expenditures," the Prime Minister said.

UAH 273.9 billion are allocated for education (+ UAH 75 billion by 2025), in particular, a 30% increase in the salaries of teaching and scientific and pedagogical workers is planned from January 1, 2026. Also, according to her, the government is developing a new system of remuneration for educators, which should come into effect from September 2026.

UAH 258.6 billion are allocated for healthcare (+ UAH 38.8 billion by 2025), among the priorities: increasing the salaries of primary and emergency medical doctors, free medicines, health checks for citizens aged 40+.

UAH 72.6 billion are allocated for supporting internally displaced persons (IDPs), the government will focus on supporting people who lost their homes due to the war.

UAH 18.9 billion are allocated for veterans' policy, funding will increase by UAH 6.3 billion compared to last year, including housing support, tools for further reintegration into civilian life.

UAH 468.5 billion (+ UAH 47.6 billion by 2025) are allocated for social support, including pensions, social payments to vulnerable categories, benefits and subsidies; support for people with disabilities and demographic development - comprehensive support for families with newborns and young children (prenatal, postpartum care, "e-Nursery", "Schoolchild Package").

The 2026 state budget for the first time provided for UAH 1 billion for shelter in kindergartens.

In 2026, the government plans to continue programs to support business and Ukrainian producers within the framework of the "Made in Ukraine" policy, in particular, the state budget provides funds for "Affordable loans "5-7-9%", industrial parks, partial compensation programs for Ukrainian machinery and equipment, grants and other initiatives for the development of Ukrainian producers.

Svyrydenko noted that despite the war, the Ukrainian economy is demonstrating resilience and recovery, in 2026 further GDP growth to UAH 10.31 trillion, a slowdown in inflation and an increase in the average wage to UAH 30,000 are forecast.

Budget revenues will increase to UAH 2.92 trillion, which is UAH 446.8 billion more than in 2025, expenditures will also increase - and will amount to UAH 4.83 trillion, which is UAH 134.5 billion more than in the previous year.

As Ukrainian News Agency earlier reported, on Wednesday, December 3, the Verkhovna Rada adopted the state budget for 2026 with revenues of UAH 2.918 trillion, expenditures of UAH 4.781 trillion, a deficit of UAH 1.9 trillion or 18.5% of GDP.

The 2026 state budget provides for an increase in spending on security and defense to UAH 2.8 trillion, or 27.2% of GDP.
