The draft state budget for 2026 includes USD 60.7 billion in expenditures for the national security and defense sector, Ukraine expects to receive another USD 60 billion from international partners in kind as weapons and ammunition.
This was announced by the head of the parliamentary budget committee Roksolana Pidlasa (Servant of the People faction) on Facebook, Ukrainian News Agency reports.
At the same time, she noted that defense needs in budget expenditures are constantly increasing, this year alone, USD 17.7 billion in defense expenditures were added compared to the initially approved budget for 2025.
The MP noted that Ukraine's own resources are not enough for defense needs, and therefore it is important that the "reparation loan" can be used for the needs of the army through the state budget.
"The European Commission is currently developing a proposal for a "reparation loan", which must be politically approved by the European Council. Such a decision can be expected in December 2025. It is extremely important for Ukraine to receive the first tranches of financing at the end of the first - beginning of the second quarter of 2026," she noted.
Pidlasa added that Belgium's reservations that it will be solely responsible for the allocation of the "reparation loan" currently remain the main obstacle.
As Ukrainian News Agency earlier reported, on July 31, the Verkhovna Rada increased the state budget expenditures for defense in the 2025 budget by UAH 412 billion, and on October 21 - by another UAH 325 billion.
The draft state budget for 2026 provides for an increase in spending on security and defense to UAH 2.8 trillion, or 27.2% of GDP.
