Rada increases defense spending by another UAH 325 billion

The Verkhovna Rada has increased state budget expenditures for defense in 2025 by another UAH 324.7 billion.The corresponding bill No. 14103 was voted for by 297 MPs out of the minimum required 226, the Ukrainian News agency reports.

The head of the parliamentary budget committee, Roksolana Pidlasa (Servant of the People faction), calling on MPs to support this bill, noted that on November 1-2, funds for cash payments should be transferred to the troops.

In particular, the bill provides for:

UAH 210.9 billion for the Armed Forces of Ukraine,

UAH 99.1 billion for the production and purchase of weapons and ammunition for the Armed Forces of Ukraine,

UAH 8.1 billion for the National Guard,

UAH 4.3 billion for the purchase of drones by the State Special Communications Service,

UAH 1.3 billion for the Security Service of Ukraine,

UAH 918 million for the State Special Transport Service,

UAH 83 million UAH for the State Border Guard Service,

UAH 28.8 million for the Defense Intelligence of the Ministry of Defense of Ukraine,

UAH 8 million for the Foreign Intelligence Service.

This amount is planned to be covered from several sources:

the main source of financing for increased expenditures is UAH 294.3 billion (EUR 6 billion from the European Union within the framework of the G7 Extraordinary Revenue Acceleration for Ukraine (ERA) initiative,

UAH 10.4 billion - reduction in non-military expenditures (UAH 6.45 billion - expected savings from servicing the state debt, UAH 3 billion - savings on the state's guarantee obligations, which it does not need to pay this year);

UAH 20 billion - expected increase in revenues from personal income tax and military levy, from payments of cash benefits to the military in November-December.

According to Defense Minister Denys Shmyhal, more than UAH 156 billion of the additional funds will be spent on salaries and additional remuneration for servicemen, almost UAH 108 billion will be spent on logistics for military units, on the purchase of weapons and ammunition, including drones, and on support for the defense industry. It will also finance the fulfillment of the state's social obligations to defenders and their families

As the Ukrainian News agency earlier reported, on October 6, the Cabinet of Ministers proposed to the Verkhovna Rada to allocate UAH 324.7 billion for defense. Prime Minister Yuliia Svyrydenko noted that this decision was dictated by the dynamics of the frontline and the constantly changing conditions of hostilities.

On July 31, the Rada already increased defense spending by UAH 412 billion.

The state budget for 2025, adopted by the Verkhovna Rada in November 2024, envisaged funding for national security and defense in the amount of UAH 2.23 trillion, or 26.3% of GDP, which is UAH 47.6 billion more than in 2024.
