On November 4, 2025, the Board of the National Bank of Ukraine adopted decision No. 398-rsh/BT on classifying JSC "RwS Bank" as insolvent.
This is stated in the NBU's message, Ukrainian News Agency reports.
The share of the financial institution was 0.04% of the assets of solvent banks as of October 1, 2025, therefore, classifying JSC "RwS Bank" as insolvent does not affect the stability of the banking sector of Ukraine.
The decision was made due to the failure of JSC "RwS Bank" to comply with the written requirement of the National Bank of Ukraine to submit to the National Bank a Financial Recovery Plan revised taking into account the comments provided within the specified period, the continuation of risky activities that threaten the interests of creditors and depositors, and the lack of effective measures to improve the financial condition.
On July 29, 2025, the Board of the National Bank of Ukraine, guided by Article 75 of the Law of Ukraine "On Banks and Banking Activities", decided to classify JSC "RwS Bank" as problematic.
The basis for adopting the said decision was the establishment of the fact that JSC "RwS Bank" was carrying out risky activities that pose a threat to the interests of depositors or other creditors of the bank.
Since the date of classifying JSC "RwS Bank" as problematic, the bank continued to carry out risky activities and violate prudential regulations, in particular capital adequacy regulations, and the management and owners of significant participation did not take appropriate measures to prevent insolvency.
Each depositor of JSC "RwS Bank" will receive from the Deposit Guarantee Fund of Individuals compensation in the full amount of the deposit, including interest accrued as of the end of the day preceding the day of the start of the procedure for withdrawing the bank from the market, except for cases provided for in Part Four of Article 26 of the Law of Ukraine "On the Deposit Guarantee System of Individuals".
In total, the possible amount of payments of the guaranteed amount to depositors of JSC "RwS Bank" as of October 21, 2025 is 456 million hryvnias.
As Ukrainian News Agency earlier reported, according to information from JSC "RwS Bank" as of January 1, 2025, the key owner of the bank with a 99% stake is Ukrainian citizen Oleksandr Stetsyuk.
