On October 9, the Verkhovna Rada adopted as a whole a bill on improving the procedure for submitting draft regulatory legal acts on issues within the competence of the Security Service of Ukraine (SSU) for consideration by the President and the Cabinet of Ministers.
The bill No. 12028 was supported by 230 MPs, Ukrainian News Agency reports.
The bill supplements Article 25 of the Law on the SSU with a provision that the SSU has the right to develop and submit draft regulatory legal acts on issues within its competence to the President and the Cabinet of Ministers. Currently, the SSU is not vested with such powers.
Article 50 of the Law "On the Cabinet of Ministers of Ukraine" will stipulate that the right of initiative in adopting acts of the Cabinet of Ministers shall be held by members of the Cabinet of Ministers, central executive bodies, state collegiate bodies, the Security Service of Ukraine, the Council of Ministers of the Autonomous Republic of Crimea, regional, Kyiv and Sevastopol city state administrations.
Thus, draft acts of the Cabinet of Ministers are prepared by ministries, other central executive bodies, state collegiate bodies, the Security Service of Ukraine, the Council of Ministers of the Autonomous Republic of Crimea, regional, Kyiv and Sevastopol city state administrations. And draft acts of the government are submitted for consideration by the Cabinet of Ministers by the Secretariat of the Cabinet of Ministers of Ukraine, ministries, central executive bodies (except for those whose activities are directed and coordinated by the Cabinet of Ministers through the relevant member of the government), state collegiate bodies, the Security Service of Ukraine, and local state administrations.
As Ukrainian News Agency earlier reported, President Volodymyr Zelenskyy said that he approved Ukraine's asymmetric actions in response to russian aggression. The SSU is involving female agents in its special operations, after successful execution of which they are given a makeover.
