The National Agency of Ukraine for Finding, Tracing and Management of Assets Derived from Corruption and Other Crimes (Asset Recovery and Management Agency, ARMA) does not plan to review competitions that were launched under the old legislation, but have not yet been completed by concluding agreements with managers.
This was stated in an interview with the Ukrainian News Agency by the new head of ARMA Yaroslava Maksymenko.
"No. The state must comply with the current rules. This is a requirement of consistency and predictability for partners, business and society in general. Instead of reviewing procedures, ARMA is building a clear system of control and monitoring over the proper implementation of already concluded agreements," the acting head said.
She noted that ARMA's work is part of the law and order in the anti-corruption system that operates in the civilized world.
"For the owner of the seized asset, the disposal of this asset is limited for the duration of the seizure. At the same time, in order to prevent its depreciation and ensure its preservation, the function of management by law has been delegated to ARMA," Maksymenko added.
The official emphasized that for this purpose, the Agency hires professional managers on a competitive basis; or, in cases where asset management is impractical for a number of physical or economic reasons, ensures its implementation.
As Ukrainian News Agency earlier reported, the ARMA completed a detailed review of the tender documentation of one of the participants in the competition for the selection of the manager of the Gulliver shopping mall in the center of Kyiv and rejected it again. The new head of ARMA identified problems that could lead to a loss of asset value.
