The draft state budget for 2026 does not provide for financing elections. This follows from the draft law of the Cabinet of Ministers on the state budget for 2026 (No. 14000), the Ukrainian News agency reports.
In particular, the financing of the Central Election Commission is provided for in the same amount as in 2025 – UAH 275.2 million for leadership and management in the field of elections and referendums.
At the same time, the draft law on the state budget for 2026 provides for the instruction of the Cabinet of Ministers, together with the CEC, after the termination or abolition of martial law in Ukraine, to submit for consideration by the Verkhovna Rada proposals for amendments to the state budget in terms of providing for expenditures for the preparation and holding of the next elections of the President of Ukraine, parliamentarians of Ukraine and local elections.
As the Ukrainian News agency earlier reported, on September 15, the Cabinet of Ministers approved the draft state budget for 2026 and submitted it to the Verkhovna Rada for approval. The total expenditures of the 2026 state budget will amount to UAH 4.8 trillion, of which UAH 2.8 trillion is for defense and security.
In July, the CEC established the absence of grounds for forming a new composition of the TECs for local elections.
According to the electoral legislation, the next local elections in Ukraine are held simultaneously throughout the country on the last Sunday of October of the fifth year of the powers of local councils and heads and, accordingly, should have taken place on the last Sunday of October this year.
Due to the full-scale armed aggression of russia, martial law has been introduced in Ukraine, during which no elections are organized or held, therefore, the decision to schedule the next local elections was not made by the parliament.
In June, Parliament Speaker Ruslan Stefanchuk announced that the Verkhovna Rada was developing a bill that would regulate the holding of elections after the end of russia's war in Ukraine.
