Draft state budget for 2026 provides for increase in spending on security and defense to 27.2% of GDP

The draft state budget for 2026 provides for an increase in spending on security and defense to UAH 2.8 trillion or 27.2% of GDP, which is UAH 168.6 billion more compared to 2025. This is stated in the explanatory note to the draft law of the Cabinet of Ministers on the state budget for 2026 (No. 14000), the Ukrainian News agency reports.

"The draft State Budget of Ukraine for 2026 provides for a total resource for national security and defense in the amount of UAH 2,805,758.4 million, or 27.2 percent of GDP," the document states.

In particular, expenditures under the budget programs of the Ministry of Defense and other entities of the security and defense sector are UAH 2,575,758.4 million (general fund - UAH 2,355,379.3 million, special fund - UAH 220,379.1 million);

reserve funds for the security and defense sector - UAH 200 billion;

state guarantees - up to UAH 30 billion.

Expenditures under the general fund are planned to be directed in the following areas:

cash support and wages (with accruals) - UAH 1,266,479.6 million;

fuel and lubricants, clothing and other types of support - UAH 72,225.6 million;

medicines and dressings - UAH 2,218.5 million;

food products - UAH 55,238.5 million;

payment for utilities and energy – UAH 14,781.8 million;

creation, purchase, modernization and repair of weapons and military (special) equipment – ​​UAH 722,609.4 million.

As the Ukrainian News agency earlier reported, on September 15, the Cabinet of Ministers approved the draft state budget for 2026 and submitted it to the Verkhovna Rada for approval. The total expenditures of the state budget for 2026 will amount to UAH 4.8 trillion.

The state budget for 2025 initially provided for expenditures on security and defense of UAH 2.2 trillion, or 26.3% of GDP. In July, the Rada increased expenditures on security and defense by UAH 412 billion.
