After joining the European Union, Ukraine will transfer 75% of customs payments to the EU budget. This was announced by the head of the Verkhovna Rada Committee on Budget Roksolana Pidlasa (the Servant of the People faction) on Facebook, Ukrainian News Agency reports.
Pidlasa reported that she is part of the Ukrainian delegation, which, together with the European Commission, conducted an official screening of Ukrainian legislation on financial and budgetary provisions, in particular on Ukraine's future contributions to the EU budget.
The MP noted that 90% of the EU budget is filled from contributions from member states, when Ukraine joins the EU, it will also make such contributions.
"Although under the current system of EU budget distribution, it is believed that Ukraine will be a net recipient of EU money (which is why many Eastern European governments are, to put it mildly, not thrilled about our accession)," she added.
Pidlasa reported what Ukraine's contribution will consist of:
customs duties (member states keep only 25% of customs duties, and transfer 75% to the EU budget);
VAT (0.3% of collected VAT, but not more than half of gross national income);
a cash contribution, proportional to the size of gross national income (after receiving customs duties and VAT, the difference between planned expenditures and revenues of the EU budget is covered by contributions from member states - this is 70% of EU budget revenues);
a levy on non-recycled plastic packaging (EUR 0.8 per 1 kg of garbage).
Pidlasa noted that in the future, Ukraine will open a special account in the NBU, where this money will be accumulated for further transfer to the EU budget.
She said that Ukraine is asking for a transitional period (after joining the EU) for collecting non-recycled plastic packaging, because Ukraine currently lacks legislation and infrastructure to account for this waste.
In addition, due to significant defense spending and post-war reconstruction, Ukraine is asking to temporarily postpone or reduce Ukraine's contributions to the EU budget, which are part of the collected VAT and which are calculated depending on gross national income.
The MP noted that the screening under Section 33 is needed to find out how Ukraine calculates gross national income (statistically), how it collects VAT and customs payments, and how effectively it does so.
According to her, Chapter 33 is one of the final chapters of the legislative screening, which takes place immediately before the opening of the negotiation clusters, and it is expected that Ukraine will complete the screening of all chapters by the end of September.
As Ukrainian News Agency earlier reported, Lithuania has proposed to the European Union countries to start technical negotiations with Ukraine and Moldova on EU accession without the participation of Hungary, which is blocking the negotiations.
