Men aged 18 to 22 (inclusive) have started to be released from Ukraine. Changes to the Rules for Crossing the State Border have come into force. The spokesman for the State Border Guard Service, Andrii Demchenko, announced this on the air of a telethon.
"The changes to the Rules for Crossing the Border, which concern men aged 18-22, were published in the Uriadovyi Kurier (Government Courier). They have actually come into force. And the border guards have already started to apply them at the border from today. And the border guards have the first people who want to cross the border. Someone has even managed to register at the checkpoints and leave Ukraine," he said.
Demchenko also reminded that this norm does not apply to men of this age category who hold certain civil service positions in state bodies or local self-government bodies. Such persons can only leave the country on business trips.
As the Ukrainian News agency earlier reported, on August 26, the government allowed men aged 18 to 22 to travel abroad.
The State Border Guard Service clarified that in order to travel abroad, men of this age category must have a foreign passport, as well as a military registration document in paper or electronic form. If a person is wanted, they will not be allowed to cross the border.
With the beginning of russia's large-scale armed aggression against Ukraine on February 24, 2022 and the introduction of martial law and general mobilization in the country, restrictions were established for persons liable for military service and male conscripts aged 18 to 60 in the right to travel abroad.
At the same time, in accordance with the Law "On Mobilization Training and Mobilization", men under the age of 25 are not subject to conscription for military service during mobilization. Thus, men under the age of 25, although they could not be called up for military service during mobilization, could not travel outside Ukraine either.
