"Caste system". In RF, contract servicemen receive different payments depending on region - Defense Intelligence

Russia has significantly reduced one-time payments in a number of regions for those who agree to sign a contract with the occupation army. This is reported by the Defense Intelligence of Ukraine.

"Against the backdrop of the growing federal budget deficit and deepening financial difficulties in the regions, russia is forced to economize even on the main resource of its bloody war - cannon fodder. In several subjects of the russian federation, local one-time payments to those who sign a contract with the occupation army have been sharply reduced," the report says.

In particular, in Bashkiria the amount of such payments fell from RUB 1.6 million to RUB 1 million, in the Yamalo-Nenets Autonomous Okrug - from RUB 3.1 to RUB 1.9 million, in the Belgorod Oblast - from RUB 3 million to RUB 800,000, in the Nizhny Novgorod Oblast - from RUB 3 to RUB 1.5 million.

At the same time, payments are increasing in a number of regions: in Tatarstan, the bonus was raised to RUB 3.1 million, in the Ryazan Oblast they promise to pay 1 million more, in Kabardino-Balkaria the amount was increased from RUB 1.5 to RUB 1.8 million.

"Thus, a "caste system" is being formalized in russia, in which the lives of citizens of different regions are evaluated differently. The financial hole of the "sub-empire" is growing at a record pace. In January-July 2025 alone, the russian budget deficit reached USD 61 billion, which is almost four times higher than the initial plan of 14.6 billion," the Defense Intelligence says.

The main reasons are the fall in oil and gas revenues, the failure of tax plans and the rapid growth of military spending.
