Odesa and more than 100 settlements in region declared combat zone. What does this mean?

Odesa and more than 100 settlements in the Odesa Region receive official status of territories where combat operations are underway. This is stated in the order of the Ministry of Communities and Territories Development No. 1151.

The territories where combat operations are underway include Odesa, Chornomorsk, Izmail, Zatoka, Karolino-Buhaz, Kiliia, Vylkove, Ovidiopol, Rozdilna. In total, the list includes 119 cities and villages in the Odesa, Bilhorod-Dnistrovskyi, Bolhrad, Izmail, Rozdilna, Berezivka, Podilsk Districts.

For most of them, the date of commencement of combat operations is May 26, 2025 - after one of the largest combined enemy attacks on Ukraine.

According to the law on the "Legal Regime of Martial Law", this status means that military administrations can be created in cities.

The status of victims of armed aggression gives residents the right to state assistance: registration of the status of an internal displaced person, social payments, benefits and compensation.

The document also opens up the possibility of creating military administrations in communities. Their leaders will be able to make key management decisions, redistribute resources and stop decisions of local councils.

On the night of July 24, the russian military struck around the ports of Odesa, targeting civilian infrastructure facilities and railway rolling stock.
