US President Donald Trump plans to announce a package of economic incentives during a personal meeting with russian leader vladimir putin on August 15. These include granting russia access to Alaskan natural resources, partial lifting of sanctions on the russian aviation industry, and the possibility of gaining control over rare earth minerals in temporarily occupied Ukrainian territories in exchange for ending the war against Ukraine, according to The Telegraph.
According to the publication, among the proposals that Trump may make to putin in Anchorage are: opening russia's access to Alaskan natural resources, lifting part of the sanctions on the russian aviation industry, and granting putin the right to develop rare earth minerals on Ukrainian lands under russian control.
According to The Telegraph, US Treasury Secretary Scott Bessent is involved in the preparation of the negotiations. He is studying what economic concessions Washington can offer moscow to speed up the process of reaching a ceasefire agreement.
Ukraine, according to experts, has about 10% of the world's reserves of lithium, which is used in battery production. Two of the largest deposits are located in territories currently controlled by russia. Putin has already made claims to the valuable minerals mined there.
"There are a range of incentives, in which a potential mineral/rare earth deal could be one," a source with knowledge of the proposals told The Telegraph.
The list of incentives also includes lifting the ban on the export of spare parts and equipment needed to maintain russian aircraft, many of which are in a state of disrepair.
After the start of a full-scale invasion of Ukraine in 2022, the West restricted the supply of critical parts, which led to the rapid deterioration of the russian aircraft fleet. According to the head of the state concern Rostec, Sergei Chemezov, up to 30% of Western-made aircraft in russia could be taken out of service within the next five years.
"Lifting sanctions on Russian aircraft could prove lucrative for the American manufacturer Boeing. With a fleet of more than 700 planes dominated by Airbus and Boeing, Russian airlines could return to the American suppliers for critical parts and maintenance," The Telegraph notes.
In addition, Trump is considering giving russia access to natural resources in the Bering Strait, where it is estimated that there may be significant unexplored oil and gas reserves.
Sources in the UK government told the publication that such incentives could suit Europe if they do not look like a reward for moscow.
"Israel's occupation of the West Bank could be used as a model for ending the war. Russia would have military and economic control of occupied Ukraine under its own governing body, similar to Israel's de facto rule of Palestinian territory," the publication notes.
According to the publication, this idea was discussed during meetings between Trump's special envoy Steve Witkoff and russian representatives.
