President Volodymyr Zelenskyy said this on August 11, during his address to Ukrainians.

According to the intelligence report, putin is definitely not preparing to end the war. The russian dictator is going to present his meeting with US President Donald Trump as a personal victory. He intends to act as he acted before.
"They are moving their troops and forces in such a way as to launch new offensive operations. If someone is preparing for peace, they are not doing so. We continue to inform partners about the real situation on the battlefield, in diplomacy and in Russian planning for further actions," Zelenskyy said.
As the Ukrainian News agency earlier reported, on August 11, US President Donald Trump explained why he did not tighten sanctions against russia, which he has repeatedly said recently.
Also yesterday, the American Institute for the Study of War (ISW) suggested that putin would try to use the meeting with Trump to divide the US and Europe.
