The National Police of Ukraine served suspicion to the former head of the pre-trial detention center No. 2 in the city of Taganrog, Rostov Oblast of the russian federation, who personally ordered the torture of a Ukrainian journalist who was held in this pre-trial detention center after being captured in the temporarily occupied territory of the Zaporizhzhia Region.
This is stated in the law enforcement agency's statement.
The law enforcement agency has not officially named the victim, but it is clear from the case materials that it is Victoria Roshchyna, a journalist who was captured by russian occupiers in 2023 and was later transferred to russia.
According to the police, while in the detention center, Roshchyna was subjected to systematic torture, psychological pressure, humiliation, and restricted access to medical care, drinking water, and food. She was forbidden to sit or sleep during the day, and was also forced to cooperate with the institution's administration.
Law enforcement officers emphasize that it was the former head of the pre-trial detention center who personally gave orders to apply physical and psychological pressure to the Ukrainian woman.
He is charged with violating the laws and customs of war committed by a group of persons in a preliminary conspiracy (Part 2 of Article 28, Part 1 of Article 438 of the Criminal Code of Ukraine). If convicted, he faces up to 12 years in prison.
What is known about the death of Victoria Roshchyna
Victoria Roshchyna is a Ukrainian journalist who disappeared in the occupied territories in August 2023. Only nine months later, russia confirmed that it was holding her captive. Earlier, in 2022, she had already been kidnapped, but then she was released after ten days. In October 2024, it became known about her death. Roshchyna was held in a penal colony in Berdiansk and in the Taganrog pre-trial detention center, one of the most brutal detention centers for Ukrainians in the russian federation.
In April 2025, the body of journalist Victoria Roshchyna, who died in russian captivity, was returned to Ukraine.
