Territorial recruitment and social support centers have no right to detain or use force – Lubinets

Even during martial law, employees of territorial recruitment and social support centers are obliged to act exclusively within the law and do not have the right to restrict the freedom of citizens without legal grounds or use force. The Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets announced this on his Telegram channel on Tuesday, August 5.

Lubinets emphasized that the Ombudsman's office carefully responds to all reports of possible violations by territorial recruitment and social support centers during mobilization. According to him, each case and report of illegal detention, restriction of freedom and use of physical force is checked.

"I emphasize: even during martial law, employees of territorial recruitment and social support centers are obliged to act exclusively within the law. They do not have the right to restrict the freedom of citizens without legal grounds or to use force. Forced delivery or detention is possible only by decision of authorized bodies. Citizens must also comply with current regulations," the ombudsman emphasized.

Lubinets reported that he is sending official appeals to the competent authorities and, in case of confirmation of violations, insists on bringing the guilty to justice.

As the Ukrainian News agency earlier reported, on June 5, employees of the Cherkasy regional territorial recruitment and social support center stopped a man to check his documents, after which he took out a grenade and began threatening to blow himself up.

On August 3, villagers attacked the military of a territorial recruitment and social support center with bats and pipes in the Mykolaiv Region. There are casualties on both sides.

On July 31, the Ground Forces Command stated that in July, 210 out of 244 incidents (86%) related to territorial recruitment and social support centers turned out to be manipulations, fakes, and IPSO.
