The Cabinet of Ministers has allowed sending summonses for military service during mobilization and dispatch to places of military service (the so-called "combat" summonses) by registered mail; previously, such summonses could only be delivered against a personal signature. This is stated in Resolution No. 916 of July 30, the Ukrainian News agency reports.
"Based on the results of a medical examination and professional and psychological selection (if necessary), reservists and persons liable for military service who are subject to military service during mobilization, for a special period, a summons for military service during mobilization and dispatch to the place of military service shall be handed over against a personal signature or sent by the district (city) territorial center of recruitment and social support by registered mail with a description of the attachment and a notification of delivery with a notification of delivery to the address of their place of residence," the resolution states.
Previously, it was envisaged that reservists and persons liable for military service who are subject to military service during mobilization shall be handed over against a personal signature at the territorial center of recruitment and social support.
Refusal to receive a summons or failure to appear for dispatch to a military unit (institution) at the time and place specified in the summons entails criminal liability.
Summons were sent by mail in Ukraine back in 2024, however, this did not apply to summons for dispatch to the place of service; until now, persons subject to conscription for military service based on the results of the military medical examination were handed "combat" summons only against a personal signature.
As the Ukrainian News agency earlier reported, in October 2024, the Cabinet of Ministers amended the Rules for the Provision of Postal Services, according to which a postal representative is obliged to deliver a summons to the territorial recruitment and social support center personally to the addressee.
