NBU predicts Ukraine will receive USD 35 billion from partners in 2026 and USD 30 billion in 2027

The National Bank predicts Ukraine will receive USD 35 billion from partners in 2026 and USD 30 billion in 2027.

The NBU has said this in a statement, the Ukrainian News agency reports.

It is noted that sufficient external financial assistance will be an important factor in maintaining macro-financial stability under various scenarios.

"International support for Ukraine is maintained. In 2025, approximately USD 54 billion in external financial assistance is expected, of which Ukraine has already received almost USD 24 billion. Among the remaining USD 30 billion, the largest receipts are expected within the framework of the ERA Loans programs (USD 18 billion by the end of the year) and the Ukraine Facility (USD 8 billion). Further funding volumes may vary depending on Ukraine's needs in maintaining defense capabilities and reconstruction. The NBU's baseline macro forecast scenario envisages receiving USD 35 billion in international assistance in 2026 and USD 30 billion in 2027. A third of these funds have already been announced by partners, negotiations are ongoing for the rest," the National Bank noted.

The expected volumes of external support will be sufficient for emission-free financing of the budget deficit and maintaining an appropriate level of international reserves (according to the NBU forecast, about USD 45 billion in 2026−2027).

This will ensure a stable situation in the foreign exchange market, control over the expectations of economic agents, and a gradual decrease in inflation.

In the event of a faster normalization of security conditions and lower budget expenditures on defense, Ukraine's need for official foreign assistance to maintain defense capabilities may be lower.

As the Ukrainian News agency earlier reported, Ukraine's need for external financing in 2026 will remain at over USD 40 billion, Prime Minister Denys Shmyhal said on his Telegram channel.
