Ukraine's need for external financing in 2026 will remain at the level of over USD 40 billion. Prime Minister Denys Shmyhal announced this on the Telegram channel, Ukrainian News Agency reports.
"This year, Ukraine has already attracted USD 22 billion in external financing. At the same time, the challenge is 2026. Our needs for external financing will remain at the level of over USD 40 billion. The key task should be to develop mechanisms and tools that will allow attracting these funds," he noted.
Shmyhal reported that the total financial resource for Ukraine's defense and security in 2025 will amount to almost USD 50 billion or 26% of GDP, the budget for weapons procurement is also a record and will amount to USD 16.4 billion, while the budget's own revenues will amount to USD 48.5 billion. Thus, external financing is critically important, as it allows Ukraine to direct its own resources to the country's defense.
The Prime Minister also reported that the government continues to work on consolidating internal resources, according to him, thanks to the recovery of the economy and systemic changes in the first 5 months of this year, the state budget was overfulfilled by USD 1 billion.
He noted that at the end of June, the government submitted amendments to the law on the state budget for approval by the Verkhovna Rada, which provided for an increase in spending on the country's defense capability by almost USD 10 billion, which will help effectively counter the enemy.
As Ukrainian News Agency earlier reported, in June, the Cabinet of Ministers proposed to the Verkhovna Rada to increase funding for the Security and Defense Forces by UAH 412 billion.
In the first half of the year, Ukraine attracted USD 22 billion in external financing.
