President of Ukraine Volodymyr Zelenskyy has approved the Ukrainian delegation for the next round of talks with the aggressor country of russia in Istanbul (Turkey). It will be headed by Secretary of the National Security and Defense Council Rustem Umerov, and the negotiating group will also include representatives of the Office of the President, the Ministry of Foreign Affairs, the Armed Forces of Ukraine, intelligence and the Security Service of Ukraine. The corresponding decree No. 539/2025 of July 22 was published on the website of the President of Ukraine.
Thus, the Ukrainian delegation included:
- Umerov Rustem Enverovych - Secretary of the National Security and Defense Council of Ukraine, head of the delegation;
- Bevz Oleksandr Oleksandrovych - Advisor to the Head of the Office of the President of Ukraine;
- Dyakov Oleksandr Ivanovych - Deputy Chief of Staff of the Naval Forces Command of the Armed Forces of Ukraine;
- Kyslytsia Serhii Olehovych - First Deputy Minister of Foreign Affairs of Ukraine
- Kovbasa Yurii Mykhailovych - Representative of the Commissioner for Human Rights of the Verkhovna Rada of Ukraine in the system of security and defense sector bodies (upon consent);
- Kuzmychov Heorhii Yuriyovych - Protocol Officer of the Office of the Commander-in-Chief of the Armed Forces of Ukraine;
- Luhovskyi Oleh Vasyliovych - First Deputy Head of the Foreign Intelligence Service of Ukraine;
- Ostrianskyi Yevhen Viktorovych - Deputy Chief of the General Staff of the Armed Forces of Ukraine;
- Poklad Oleksandr Valentynovych - Deputy Head of the Security Service of Ukraine;
- Skibitskyi Vadym Vasyliovych - Deputy Head of the Defense Intelligence of the Ministry of Defense of Ukraine;
- Fomin Andrii Anatoliovych - Head of the International Law Department - Deputy Head of the International and Operational Law Department of the Central Legal Directorate of the General Staff of the Armed Forces of Ukraine
- Shevchenko Oleksii Mykolayovych - Deputy Chief of the General Staff of the Armed Forces of Ukraine;
- Sherikhov Oleksandr Ihorovych - Senior Officer of the Main Operational Directorate of the General Staff of the Armed Forces of Ukraine;
- Shynkariov Yevgen Mykhailovych - Deputy Chief of Staff of the Air Force Command of the Armed Forces of Ukraine.
Also, according to the order, Rustem Umerov, as the head of the negotiating group, may make changes to the composition of the Ukrainian delegation in agreement with the President of Ukraine. In addition, he is allowed to involve, in accordance with the established procedure, employees of state bodies, enterprises, institutions, organizations (in agreement with their heads), scientific advisors, experts (with consent) to ensure the work of the Ukrainian delegation.
As Ukrainian News Agency earlier reported, President Volodymyr Zelenskyy said that a meeting of delegations of Ukraine and the aggressor country of russia is planned for Wednesday, July 23, in Turkey.
The Independent Türkçe also reported, citing diplomatic sources, that a new round of negotiations between russia and Ukraine is expected in Istanbul this week, and they will probably be held on July 23 or 24.
