In May, both the number of new vacancies and resumes increased (on average, vacancies increased by 7% y/y, and resumes by 36% y/y).

"The outpacing growth of resumes has somewhat mitigated the problem of labor shortage, although it remains significant and continues to limit the activities of enterprises. There is also a significant mismatch between professions," the National Bank noted.
The shortage of workers continues to support the growth of nominal wages, but high inflation is causing a slower increase in real wages.
According to job search sites and a study by the PES, job seekers' expectations regarding wages are comparable to employers' offers, which limits the potential for a more significant increase in wages in the future.
The role of non-price methods of competition for workers (housing, remote work, etc.) is growing.
In addition, the NBU noted that according to the UN, the number of migrants outside Ukraine continued to grow and exceeded 6.9 million people as of April 17, 2025. Since the beginning of 2025, about 100,000 people have left.
According to IOM, as of March 2025, there were 3.8 million IDPs living in Ukraine (their number increased by 188,000 since the beginning of 2025) and 4.1 million people who returned to their usual place of residence. The largest number of IDPs lives in the Dnipropetrovsk (16%) and Kharkiv (12%) Regions. More than half of all IDPs (52%) come from areas that were fully or partially occupied at the time of data collection.
