Ukraine has joined the Council of Europe Framework Convention on Artificial Intelligence, Human Rights, Democracy and the Rule of Law. This was announced by the Ministry of Digital Transformation, Ukrainian News Agency reports.
The document defines the principles that the state must adhere to in the formation of legislation and the application of AI products in the public sector: respect for human dignity, transparency, non-discrimination, protection of privacy, reliability and security.
The signing of the Convention took place in Strasbourg, France, during the EURODIG 2025 Conference. The Convention will enter into force after its ratification by the Verkhovna Rada.
"Standards in the field of artificial intelligence are a security issue for millions of Ukrainians. Soon AI will be in Diia and Mriya, so it is important to already determine the principles of safe use of this technology in our products. When forming requirements, we are guided by global and European standards, as Ukraine is integrating into the European digital space," said Deputy Minister of Digital Transformation Oleksandr Borniakov.
Earlier, the Convention was signed by 15 governments, including the United Kingdom, the United States, Canada, the EU, Israel, and Japan.
The principles of the Convention will indirectly extend to business: the state will create initiatives for the private sector that will help companies adapt the principles in the development of their own products. For example, the Ministry of Digital Affairs will launch the HUDERIA methodology from the Council of Europe, which will help assess AI products for compliance with human rights, democracy, and the rule of law.
The Convention does not apply to the use of AI in defense.
As Ukrainian News Agency earlier reported, the Ministry of Education will involve artificial intelligence in checking textbooks for Ukrainian schools. In February, Vice Prime Minister - Minister of Digital Transformation Mykhailo Fedorov announced that one of the team's tasks this year is the total integration of artificial intelligence.
