Subsoil agreement covers Ukraine's 1991 borders - Shmyhal

The Agreement between the Governments of Ukraine and the United States on Economic Partnership and the Establishment of an Investment Fund for the Reconstruction of Ukraine (Minerals Agreement) covers the entire territory of Ukraine defined by the 1991 borders.

"It covers all regions, certainly the entire territory defined by the 1991 borders," he answered when asked about which part of the territories the subsoil agreement would apply to.

Shmyhal noted that the annex to the agreement contains an exclusive list of subsoil resources that are planned to be extracted.

As Ukrainian News Agency earlier reported, US Secretary of the Treasury Scott Bessent said that the subsoil agreement sends a signal to the russian leadership that there is "no difference" between the goals of the US and Ukraine, and also allows US President Donald Trump to negotiate with russia on a more solid basis.

On April 30, Ukrainian Economy Minister Yuliya Svyrydenko and her American counterpart Scott Bessent signed a minerals agreement.

The US Department of State stressed that the conclusion of the minerals agreement is a step towards ending the war.
