The agreement between the governments of Ukraine and the US on economic partnership and the creation of an investment fund for the reconstruction of Ukraine (Minerals Agreement) does not formally provide for security and defense guarantees.
Prime Minister Denys Shmyhal said this during the "hour of questions to government", Ukrainian News Agency reports.
"There are no formal defense guarantees in this agreement, but each new military aid provided by the United States to Ukraine is considered a capital contribution," he said regarding the security guarantees in the subsoil agreement.
According to the Prime Minister, the agreement stimulates the US administration to continue and not stop supplying Ukraine with weapons and intelligence.
Shmyhal emphasized that although formal security guarantees are not spelled out in the agreement, the United States continues to supply weapons and equipment, as well as implement the already announced support packages.
This, he said, is part of a broader “security architecture” of cooperation based on bilateral assurances previously signed by the leaders of both countries.
The government sees the agreement as a political signal of the US commitment to a long-term partnership and support for Ukraine, including continued defense assistance.
As Ukrainian News Agency earlier reported, US Secretary of the Treasury Scott Bessent said that the minerals agreement sends a signal to the russian leadership that there is “no difference” between the goals of the US and Ukraine, and also allows US President Donald Trump to negotiate with russia on a more solid basis.
On April 30, Ukrainian Economy Minister Yuliya Svyrydenko and her US counterpart Scott Bessent signed a minerals agreement.
The US Department of State stressed that the conclusion of the minerals agreement is a step towards ending the war.
