Joe Biden called Trump "that guy" every time, but never called him by name. At the same time, it was clear who he was talking about.
"In less than 100 days, this administration has caused so much damage and so much destruction! It's breathtaking that it could happen so quickly," Biden said.
Biden criticized his successor for cutting social programs and the apparatus of civil servants, as well as measures regarding immigrants.
"People are genuinely concerned now - for the first and only time in history - that their Social Security payments could be delayed or interrupted. They've received them during the war, during the recession, during the pandemic. But now, for the first time in history, that could change. It would be a disaster for millions of families, millions of people," Biden said.
