The new draft agreement with the US on minerals provides for 3 out of 5 people in the US Reconstruction Investment Fund with full veto power. Verkhovna Rada member from the Holos faction Yaroslav Zhelezniak wrote about this in his Telegram channel, Ukrainian News Agency reports.
Zhelezniak noted that he received from government officials a new draft agreement with the US on minerals on 58 pages, dated March 23 and supposedly sent to Ukraine by the American side. The MP emphasizes that this is not the final document, he hopes that the Ukrainian side will demand and achieve significant changes to it.
"But the text I saw is downright HORRIBLE. All 18 chapters… This is no longer a framework memorandum of intent (which was before the scandalous meeting in the Oval Office). This is a big and very clear agreement. And it is not in our favor. Just briefly: the management of 5 people, 3 of them from the USA with full veto power. We are already talking about all minerals. That is, there is oil, gas, both new and existing. Throughout the territory of Ukraine," he said.
According to the MP, we are talking about extraction by both state and private companies.
"The money is converted immediately into currency. The fund's money is taken abroad. If suddenly, for some reason, something did not arrive on our part, we pay extra. The US contribution - we have already been given assistance since 2022. And they can make a profit at their own decision. And they receive "royalties" from the Fund first (and then Ukraine) +4%," he said.
According to Zhelezniak, the agreement is supposed to be valid indefinitely, changes are possible only with the permission of the Americans, who have the right of "first night" for all new infrastructure projects and the right to veto the sale of resources to other countries.
He also emphasizes that the draft contains nothing about security guarantees, not even hints.
Zhelezniak also emphasized that the text of the agreement can and should be changed, otherwise it will not be ratified by the parliament.
As Ukrainian News Agency earlier reported, on February 26, the Cabinet of Ministers approved the signing of an agreement with the United States on Ukrainian subsoil and the creation of the Reconstruction Investment Fund, which has not been signed yet.
In early March, it became known that the United States intends to review the terms of the so-called "minerals agreement", which was planned to be signed on February 28.
On March 24, US President Donald Trump said that an agreement on the extraction of rare earth minerals between the United States and Ukraine had been agreed upon, and the signing of the document is expected in the near future.
