In 2025, the number of appeals and cases of human rights violations covered in the media during mobilization events by employees of territorial recruitment and social support centers increased and this trend continues.
The Commissioner for Human Rights of the Verkhovna Rada of Ukraine Dmytro Lubinets has reported on his Telegram channel, the Ukrainian News agency reports.
"In total, over these 2.5 months, we have received more than 40 individual appeals regarding violations in the Kharkiv Region: denial of admission of lawyers, use of force, weapons and other special means, refusal to accept documents and other violations," he said.
Lubinets also noted that recently at least 3 videos have been posted in the media, where cyclists are hit by a car and then people in uniform use force and these cyclists are placed in cars.
"I emphasize that such actions are unacceptable and require a response," he noted.
As the Ukrainian News agency earlier reported, on March 16, a traffic accident occurred in Kharkiv involving a car belonging to territorial recruitment and social support center’s servicemen and a cyclist.
In March, the Verkhovna Rada adopted a bill in its first reading, which proposes to introduce criminal liability in the form of imprisonment for a term of up to 8 years for territorial recruitment and social support center’s employees for mobilizing those who are not subject to it.
