Cabinet allows all construction crews of mobile operators and Internet providers to be booked

The Cabinet of Ministers has allowed all construction crews of mobile operators and Internet providers, which are engaged in the construction of electronic communication networks resistant to power outages using xPON technology or mobile communication networks, to be booked.

This is stated in Resolution No. 242 of March 4, the Ukrainian News agency reports.

"All employees of electronic communication service providers liable for military service who are engaged in the construction of outage-resistant electronic communication networks (using xPON technology) or mobile communication networks, determined by the Ministry of Digital Economy as critically important for the functioning of the economy and ensuring the livelihoods of the population during a special period in the field of digitalization, according to the list and in the manner determined by the Ministry of Digital Transformation, who are included by order of the head of the business entity in the composition of the brigades engaged in the construction of outage-resistant electronic communication networks (using xPON technology) or mobile communication networks, are subject to booking," the resolution states.

Corresponding changes have been made to the Procedure for the reservation of persons liable for military service for the period of mobilization and for wartime.

According to the Ministry of Economy, the new rules allow operators to ensure the stability of the Internet and mobile communication, especially during outages.

The Ministry of Economy notes that employees of telecom service providers engaged in the construction of networks resistant to power outages using xPON technology or who build energy-resistant networks on highways and national roads are subject to booking.

This requires a decision by the Ministry of Digital Transformation to designate the enterprise as critical and the inclusion of employees in such teams by the head of the enterprise.

To ensure the booking of employees for construction teams, the enterprise must meet the following requirements:

- be included by the Ministry of Digital Transformation in the list of critical enterprises engaged in the construction of networks using xPON technology;

- implement projects for the development of xPON networks and have approved construction plans for at least one year.

The process of booking construction teams will be carried out through Diia similarly to the booking of emergency recovery services.

The Ministry of Digital Transformation will be responsible for forming a list of such enterprises and is currently working on the criteria for their inclusion.

If the provider or operator fails to perform the planned construction work, it will be removed from the list and the reservation of employees will be canceled.

The Ministry of Economy notes that such a decision of the Cabinet of Ministers will help ensure that state institutions and enterprises critical to the economy and defense operate smoothly; citizens will have access to reliable internet and will be able to use state services, call emergency services and maintain contact with loved ones; conditions for distance learning for schoolchildren will improve.

The Ministry of Economy notes that the creation of energy-independent networks is one of the key areas of implementing the strategy for the development of electronic communications until 2030.

As the Ukrainian News agency earlier reported, in January the Cabinet of Ministers allowed all doctors of state and municipal institutions and prosecutors of the Specialized Anti-Corruption Prosecutor's Office to be booked.
