In 2025, Ukraine will intensify strikes on russian oil refineries and expand geography of attacks – expert

Ukraine is intensifying strikes on russian oil refineries in 2025 and expanding the geography of attacks. According to foreign policy analyst Hlib Ostapenko, the systematic campaign of strikes on russian refineries and oil depots, which began in September 2023, is gaining new momentum. In early 2025, Ukrainian forces have already launched a series of successful strikes on key facilities, including the terminal in Ust-Luga and the Astrakhan gas processing plant. The attacks on the Kstovo refinery and Volgograd "Lukoil-Volgogradneftepererabotka", which was damaged twice in the first days of February, were particularly resonant.

According to experts, such strikes have a significant impact on the russian economy and military potential. Russia consumes about 10 million tons of aviation kerosene annually, and the systematic decommissioning of large enterprises such as the Ryazan and Kstovo refineries creates a fuel shortage for the army. Repairing damaged facilities requires significant financial costs and time, especially after repeated attacks.

According to the expert, the Ukrainian strategy for 2025 involves focusing on the largest plants, which provide up to 5-6% of the total processing capacity of the russian federation, as well as strikes on supporting infrastructure. In addition, Ukraine is developing new models of drones with increased range and improved stealth characteristics, capable of carrying out group attacks.

According to Ostapenko, each successful raid demonstrates the vulnerability of the russian rear and creates additional pressure on the russian leadership. The expert emphasizes that this campaign will continue as long as russia continues the war against Ukraine.

As previously reported, last week the Novoshakhtinsk Oil Refinery, located in the Rostov Oblast of the aggressor country russia, suspended its operations. Damage to equipment was recorded there as a result of UAV attacks.
