Financial monitoring will be a permanent process, not a temporary measure.
This was stated in an interview with Ukrainian News Agency by Danylo Hetmantsev, a member of the Verkhovna Rada from the Servant of the People faction, chairman of the parliamentary committee on finance, tax and customs policy.
"Financial monitoring is not a temporary phenomenon and not some repressive measure to catch some "scum" and stop his abuse. This is a permanent phenomenon that will accompany our financial system, as a civilized financial system throughout its history, if we want to be an indisputable part of the civilized European world," he said.
Hetmantsev called his goal the breakdown of the social contract that tolerated tax evasion and corruption.
He called the introduction of financial monitoring, in particular card transfers, one of the stages of such a breakdown.
He noted that this is a normal practice that everyone who opens accounts in Europe faces.
"This is a constant work to prevent abuse of non-cash payments for drug trafficking and illegal trade, and even terrorism. Let me remind you for a moment that our country is at war. But the further development of certain restrictions will depend primarily on the commercial banks that introduce them. It is their right to determine these restrictions. And I am very grateful to the banks for their responsible, statesmanlike position in combating the evil of illegal payments," he added.
As Ukrainian News Agency earlier reported, PrivatBank, Oschadbank, Mono and Raiffeisen Bank have reduced the limits on card transfers to UAH 50,000 per month.
From October 1, 2024, the NBU has set a limit of UAH 150,000 per month for six months for outgoing transfers of individuals from card to card (P2P, person-to-person), although previously it was considering a stricter limit - UAH 100,000.
