Ukraine preparing reform for voluntary conscription of 18-25-year-olds – President's Office

Ukraine is finalizing the development of recruitment reforms to attract people aged 18 to 25 to the Armed Forces.

Colonel Pavlo Palisa, Deputy Head of the Presidential Office, reported this to the Associated Press on Thursday, January 23.

Palisa noted that Ukraine is currently looking for new ways to attract young people to the army, since the system inherited from Soviet times only hinders development. According to him, the state has a huge mobilization resource, but the mechanisms of conscription do not allow it to be used effectively.

"One of the initiatives is a fair contract - a plan that includes financial incentives, clear guarantees of training and measures to ensure dialogue between soldiers and their commanders. The plan is aimed at attracting mainly 18-25-year-olds who are currently exempt from mobilization, as well as Ukrainians who are entitled to a deferral or were released after the adoption of the law on mobilization," Palisa said.

The deputy head of the President's Office said that protecting the state is the duty of every citizen, and an open dialogue with society needs to be started. Palisa said that the President's Office, in cooperation with the Cabinet of Ministers and the Ministry of Defense, is checking why mobilization is not going well in order to fulfill the tasks of protecting the country.

As the Ukrainian News agency earlier reported, on January 19, the Commander-in-Chief of the Armed Forces of Ukraine, Oleksandr Syrskyi, stated that mobilization measures do not cover the needs of the manning of mechanized brigades.

On January 23, the Minister of Education and Science, Oksen Lisovyi, denied the possibility of mobilizing students and teachers through a government decree.
