Number of registered unemployed in Ukraine falls to record-breaking low

The number of registered unemployed in Ukraine has fallen to a record-breaking low.

This was announced by MP Danylo Hetmantsev on Telegram, Ukrainian News Agency reports.

"Somehow, the news went completely unnoticed that the number of registered unemployed at the end of December 2024 reached another historic low - 94,200 people, of which 80% (75,800 people) are women. Let me remind you that registered unemployed are people who are looking for work and registered with employment centers in order to receive unemployment benefits," he wrote.

At the same time, Hetmantsev clarified that even before the war, this indicator reflected only approximately 1/5 of real or actual unemployment, measured by the state statistics office according to the methodology of the International Labor Organization through a household survey.

First of all, due to low incentives for registration "at the labor exchange" (small payments, mismatch of the proposed job with the qualifications of the unemployed, bureaucratic red tape, etc.).

With the beginning of the war, the departure of some citizens abroad and the strengthening of military registration - the number of registered unemployed, mainly men, began to decline sharply, causing the "female face" of registered unemployment.

"Of course, all these trends are far from real life, where according to various estimates (NBU/government) the actual unemployment rate is 14-18% (as a percentage of the economically active population), and the real number of unemployed reaches 1.8-2.2 million people. That is, it is 20 times higher than registered unemployment," he added.

The paradox is that high unemployment coexists with a significant shortage of professional personnel (as follows from business surveys and the growth rate of official salaries).

This indicates deep imbalances in the labor market and high structural unemployment, caused by changes in the structure of the economy and migration flows due to the war.

As Ukrainian News Agency earlier reported, the maximum unemployment benefit in Ukraine has increased by 13% to UAH 8,000.

Since 2024, the State Employment Service has been offering the unemployed vacancies for positions in the army.

In 2025-2027, the Cabinet of Ministers does not plan to increase the minimum wage; it is planned that it will remain at the level of UAH 8,000.
