The Verkhovna Rada member from the Servant of the People faction, the head of the parliamentary committee on finance, tax and customs policy, Danylo Hetmantsev, has registered bills on the taxation of imported postal parcels.
This was stated on the parliament's website, Ukrainian News Agency reports.
Bill No. 12429 proposes to make amendments to the Tax Code.
In particular, the norm on the exemption from taxation of the import of goods worth up to EUR 150 into Ukraine is canceled.
Due to the cancellation of the norm, all goods in international express shipments will be taxed with a 20% value added tax.
The exception is goods worth up to EUR 45, if an individual sends goods to another individual in Ukraine.
Such goods must be sent by the sender to the recipient without any payment, be intended for personal or family use by the recipient, and their characteristics and quantity must not indicate that they are imported for any commercial purpose, the definition of which is not spelled out in the bill.
But there will be goods up to EUR 45, which will be prohibited from being sent without paying taxes even in parcels between individuals, and with the payment of 20% VAT.
We are talking about perfumes in a volume of more than 50 grams, toilet water in a volume of more than 0.25 liters or eight ounces, coffee in a volume of more than 500 grams, or coffee extracts and essences in a volume of more than 200 grams, tea in a volume of more than 100 grams, or tea extracts and essences in a volume of more than 40 grams.
The bill No. 12430 proposes to amend the Customs Code.
A new concept of "distance selling of goods" is being introduced, which will include online stores, marketplaces and online platforms for selling things by individuals.
Distribution platforms will be able to operate in Ukraine after registration, register as VAT, collect tax from buyers directly and transfer these funds to the state budget.
All data about the parcel and its recipient must be collected and stored for 10 years.
In addition, goods in international shipments worth more than EUR 150 will be taxed at a duty rate of 10%, according to the draft amendments to the Customs Code.
Under current legislation, duty is levied only on the part of the value of the goods that exceeds this threshold.
