Member of the Verkhovna Rada from the Servant of the People faction, chairman of the parliamentary committee on finance, tax and customs policy, Danylo Hetmantsev, proposes that the Verkhovna Rada tax imported postal parcels.
He wrote about this on his Telegram channel, the Ukrainian News agency reports.
"At the request of business … submitted for registration draft laws on taxing imported parcels. The texts of the drafts on amendments to the Customs and Tax Codes have been fully developed by the relevant business associations," he wrote.
The draft laws propose to determine that:
- citizens can receive goods worth up to EUR 45 without VAT, provided that such goods are sent to their address by individuals without any payment and without commercial purpose;
- goods purchased by citizens on marketplaces or other similar platforms are subject to VAT regardless of their value. At the same time, import duty on such goods will be charged only if their value exceeds EUR 150.
In order to facilitate VAT administration and speed up the clearance of parcels at customs, it is proposed:
- by analogy with the IOSS mechanism available in EU countries, to introduce the possibility of paying VAT directly by the supplier of goods or the marketplace or other similar platform through which the supply of such goods took place;
- to introduce a new customs declaration for goods of insignificant value with a data set similar to the H7 customs declaration existing in EU countries. At the same time, the currently available forms of documents for declaring parcels will be able to continue to be used.
Payment of VAT by the supplier of the goods or the marketplace will eliminate the need for additional customs payments by the buyer during customs clearance and will help speed up customs procedures.
As the Ukrainian News agency earlier reported, in the summer of 2024, the Ministry of Finance proposed to establish VAT on imported parcels up to EUR 150.
This provision was in the bill on increasing taxes, but was later removed from there.
On the eve, Ukrposhta and one of the largest global marketplaces from China, Temu, announced a partnership.
Co-founder and CEO of the Aurora network, Taras Panasenko, criticized the cooperation between Ukrposhta and the Chinese marketplace Temu.
Earlier, MP Nina Yuzhanina accused Ukrposhta of cooperating with the KSE Foundation, the president of which is Tymofii Milovanov, the former Minister of Economy (2019-2020) and a freelance advisor to the head of the President's Office, Andrii Yermak.
According to MP Nina Yuzhanina, Ukrposhta is forcibly charging people UAH 1 in favor of the KSE Foundation.
According to the Ukrposhta CEO Ihor Smilianskyi, the offer to donate UAH 1 from each parcel is voluntary.
Ukrposhta is introducing new tariffs for parcel delivery from January 1, 2025.
