Rada changes terms of distribution of funds for investment projects

The Verkhovna Rada has adopted a bill that amends the Budget Code regarding investment projects.

239 parliamentarians voted for the adoption of bill No. 12245 as a whole, with the minimum required 226, the Ukrainian News agency reports.

According to Yaroslav Zhelezniak, a member of the Verkhovna Rada from the Holos faction, this is the implementation of the IMF beacon.

"A conditionally general public investment fund is being created, which will be distributed by the "Strategic Investment Council in the Government" (now it is the same in composition as the Government). That is, all expenditures such as: road fund, and radioactive waste management fund, water management development fund, decarbonization and energy-efficient transformation fund, inland waterways fund and many more subventions - everything will now be in this "fund of funds", and then the Government will distribute them," the MP reported on Telegram.

There were also additional amendments that were put up for consideration and confirmation:

- failed: 605 – allowed the Government to remove the State Audit Service of Ukraine from grades and raise their salaries (198)

- failed: 614 – allows advisors to members of the Accounting Chamber not to declare themselves (establishes their patronage service), but counts the length of civil service if they enter the civil service after the Accounting Chamber (120)

- failed: 466 – allowed to continue financing from the budget of hospitals of the NAS, NAMS, the State Administration of Affairs and the Ministry of Health, which enter medical guarantees until reorganization and full entry (134)

- failed: 535 – extended until 2027 the permission (in fact to the city of Kyiv) not to transfer “ambulances” to the Ministry of Health (112)

- failed: 64 – brings the Budget Code into line with the adopted law on accounting reform (clarifies what it does in the budget process) (218)

- failed: 476 – we exclude expenditures on MSECs from the expenditures of regional budgets and the city of Kyiv (211).

Also, this law corrected (by amendment No. 620) the norm from No. 6013 on fines for the defense industry.

As the Ukrainian News agency earlier reported, Ukraine needs from USD 10 billion to USD 30 billion in annual investments in the next 10 years, Prime Minister Denys Shmyhal previously reported.
