This was stated by the adviser to the head of the President's Office, Mykhailo Podoliak, the BBC reported.
Podoliak noted that with the re-election of Donald Trump as US President, talk about the "inevitability" of peace talks has become more frequent. According to him, this is an "illusion".
"A lot is said about negotiations, but this is an illusion. There can be no negotiation process, because russia has not been forced to pay a high enough price for this war," said the adviser to the head of the President's Office.
Without an additional military threat to russia that would deter it, "pieces of paper" such as the 1994 Budapest Memorandum (on Ukraine's post-Soviet borders) or the 2014-15 Minsk Agreements (on the settlement of the situation in Donbas) are worthless, Podoliak emphasized. In his opinion, the russian federation should understand that it will receive significant blows in response if it dares to engage in aggression, and there is no alternative to this.
As Ukrainian News Agency earlier reported, on October 8, Podoliak stated that the options for ending russia's war against Ukraine without defeating the aggressor are false, as they will only encourage it.
On December 4, Podoliak stated that the aggressor country of russia seeks not only to seize additional kilometers of Ukrainian territory, but also to achieve concessions from the West.
On December 11, Podoliak stated that Ukraine is ready for negotiations with russia under certain conditions.
