A new system to replace the liquidated medical and social expert commissions (MSECs) will come into operation in the summer of 2026.
Member of Parliament Olha Stefanishyna (Holos) said this at a briefing, the Ukrainian News agency reports.
"The important point is that this entire system, it seems to have moved from the former MSECs to the healthcare system. Why did this happen? Because the healthcare system is currently the strongest of all these areas related to MSECs. And, so to speak, "provided a shoulder" for this reform, since it was impossible to simply abolish MSECs and not transfer functions anywhere," the MP said.
She explained that the draft law on the liquidation of MSECs adopted today provides for the creation of a temporary mechanism that should replace the system of work of these commissions.
Stefanishyna added that in six months, the Cabinet of Ministers will have to submit a new bill that will distribute all the functions of the former MSECs between the social sphere, the sphere of employment, education, etc.
"The bill will have to develop a strategy for how it will work after the MSECs' functions that are not inherent to it are taken from medicine. Now the medical system will work, it is strong and, most likely, will survive, plus additional funds will be allocated for the medical guarantees program. We really hope that doctors will receive additional funds for this work today. And all this is possible, because we have a reformed medical system. Therefore, today we are transferring these functions to the medical system," she explained.
Stefanishyna added that in six months, "we must have a vision from the Cabinet of Ministers on how it will work further," so in the summer of 2026, "the system must work in a new way."
As Ukrainian News Agency reported, today, December 19, the Verkhovna Rada adopted in the second reading bill No. 12178, which proposes to eliminate the MSECs.
